Help understanding uploads

Ok, maybe I just misunderstood what this program does but I thought that if I up uploaded a folder with pictures a, b, and c one day and then added picture d on my hard drive and resynced the folder that it would only upload picture d (because that's the only thing that is new) but it uploads a, b, c, and d again.

Maybe I'm doing something wrong. Hopefully you can help.
